0);">毛泽东在中共中央政治局会议上讲话。谈到时局问题时指出：日本最近从满洲调兵入关，对华采取攻势。最近国民党电台与延安联络，这是国共关系好转的表示。总的估计：日本是扶汪打蒋的方针。国民党在日本进攻下，外援不至，要求内援。国共关系有好转可能。中国抗战有打七八年的可能。我们仍要坚持两年到两年半。整个世界形势和历史的发展对国民党不利，而对我们有利，但要有真正的马列主义才能战胜国民党。谈到工作方针时指出：中央的工作方针，是研究与指导，要达到保存骨干、准备将来之目的。在国际问题研究上，主要是研究英、美、苏、德、意、日六大国的政治、军事、经济三大项，去年对日本的研究最有成绩。在国内问题研究上，国民党统治区，主要是研究它的政治、军事、经济、文化。根据地，研究政治、军事、经济、文教。政治主要是政权，军事是军事建设、民兵建设，经济是公营经济与民营经济。研究历史，包括中国近百年历史的研究、中共党史研究。又指出：对干部要保存他教育他。教育包括业务教育和理论、思想教育，后一种教育今年要继续努力。中央直属机关干部要进行理论、思想教育，读马、恩、列、斯的四十本书。干部各种教育中主要是整风教育与思想教育，在各种干部中主要是高级干部的教育。要重视报纸、电报、党务广播、口头报告等方式开展工作。报纸是很重要的一种方式。中央同志要善于利用报纸，要有一半的时间用在报纸上。马克思主义的灵魂（本质），是具体地分析具体问题。党务广播，是党内教育干部的一种方式。我们的领导要联系群众。方法是要从下层总结经验，然后再加以指导，就是从群众中来，到群众中去，或者说集中起来，坚持下去。唯一的来源、唯一的出路是群众。谈到工作任务时指出：中央机关的任务是工作、生产与教育；前方是战争、生产与教育；后方是生产与教育。这种方针要向全体同志说明。公开说克服困难，迎接光明，但在我党高级干部中要说明保存骨干，积蓄力量。为了保存骨干，必须坚决实行精简政策，反对敌人的“蚕食”政策。这就是战争的任务，这是第一个任务。第二就是干部教育与国民教育。干部教育是第一，中央对干部教育的决定要切实实行。第三就是生产的任务。用这些方法来达到保存骨干，准备将来。</span></p><p
