金龙镇：垃圾分类精细化治理 让城乡人居环境更美
<p style="margin-top: 0px; margin-bottom: 10px; padding: 0px; color: rgb(51, 51, 51); line-height: 30px; font-family: 微软雅黑, Arial; white-space: normal; background-color: rgb(255, 255, 255); text-align: justify; text-indent: 2em;"><br/></p><p style="margin-top: 0px; margin-bottom: 10px; padding: 0px; color: rgb(51, 51, 51); line-height: 30px; font-family: 微软雅黑, Arial; white-space: normal; background-color: rgb(255, 255, 255); text-align: justify; text-indent: 2em;">垃圾分类是日常生活中的一件小事，却是与群众生活环境息息相关的大事。</p><p style="margin-top: 0px; margin-bottom: 10px; padding: 0px; color: rgb(51, 51, 51); line-height: 30px; font-family: 微软雅黑, Arial; white-space: normal; background-color: rgb(255, 255, 255);"> 一条条道路干净整洁，一座座房屋错落有致，一个个垃圾分类投放点整齐划一……3月26日，漫步在永川区金龙镇燃灯村，处处可见乡村美景。望着正在公路沿线清扫垃圾的村干部、村民小组长、村民志愿者以及将分好类的垃圾投入相应垃圾桶的村民，燃灯村张家坝子村民小组村民罗柄芳高兴地说，眼前这些和谐美好的新乡村画卷，是金龙镇实行垃圾分类精细化治理的具体体现。</p><p style="margin-top: 0px; margin-bottom: 10px; padding: 0px; color: rgb(51, 51, 51); line-height: 30px; font-family: 微软雅黑, Arial; white-space: normal; background-color: rgb(255, 255, 255);"> 罗柄芳说，村里环境好了，我们也住得舒心，大家打从心里愿意参与农村人居环境整治和垃圾分类精细化治理行动。</p><p style="margin-top: 0px; margin-bottom: 10px; padding: 0px; color: rgb(51, 51, 51); line-height: 30px; font-family: 微软雅黑, Arial; white-space: normal; background-color: rgb(255, 255, 255);"> “目前，燃灯村是金龙镇垃圾分类精细化治理搞得最好的一个村。”金龙镇垃圾分类指导小组相关负责人说，自金龙镇实施垃圾分类以来，分类成效稳步提升，但个别村（社）还存在卫生死角、部分垃圾收集点出现垃圾“遍地开花”的现象，不仅拉低了辖区“颜值”，还严重影响了群众分类积极性。</p><p style="margin-top: 0px; margin-bottom: 10px; padding: 0px; color: rgb(51, 51, 51); line-height: 30px; font-family: 微软雅黑, Arial; white-space: normal; background-color: rgb(255, 255, 255);"> 一花独放不是春，百花齐放春满园。该负责人说，要想让其他村的村容村貌也像燃灯村一样有“颜值”和“气质”，该镇垃分办联合镇综合执法办公室、各村（社）等开展联合行动，分析探讨问题，研究解决对策，通过系列举措提升垃圾分类水平，促进其他村颜值大变样。</p><p style="margin-top: 0px; margin-bottom: 10px; padding: 0px; color: rgb(51, 51, 51); line-height: 30px; font-family: 微软雅黑, Arial; white-space: normal; background-color: rgb(255, 255, 255);"> 生活垃圾分类，群众是第一道关。金龙镇紧紧抓牢人这个关键，从思想到行为，一点点引导，一步步推进。为营造垃圾分类宣传氛围，组织开展了“环保龙年”等宣传活动10余场。同时充分发挥“金龙先锋”志愿团队作用，每周开展志愿宣传、垃圾捡拾活动。今年以来，共开展志愿活动200场，发放宣传册2000余份。此外，强化基层党建引领作用，进一步深化垃圾分类宣传实践活动，常态化开展入户走访，吸纳群众志愿力量加入垃圾分类小组，引导群众树立主人翁意识，养成良好的垃圾分类习惯，共同参与垃圾分类治理。</p><p style="margin-top: 0px; margin-bottom: 10px; padding: 0px; color: rgb(51, 51, 51); line-height: 30px; font-family: 微软雅黑, Arial; white-space: normal; background-color: rgb(255, 255, 255);"> 针对各类督查中的低分村（社），金龙镇建立了常态化执法查处机制。今年以来，处罚低分村（社）、小区12起；通过物业上报、视频排查等方式，对乱丢垃圾的个人开展执法教育，共处罚64起；建立曝光机制，在所有投放点周边均设立曝光台，公示典型案例，督促群众按规定分类投放生活垃圾，增强警示效果，凸显垃圾分类执法成效。</p><p style="margin-top: 0px; margin-bottom: 10px; padding: 0px; color: rgb(51, 51, 51); line-height: 30px; font-family: 微软雅黑, Arial; white-space: normal; background-color: rgb(255, 255, 255);"> 严格督查考核方面，金龙镇制定印发了《2024年度金龙镇生活垃圾分类工作督查评价办法》，每月对所有村（社）开展全覆盖现场督查评价，形成月度通报，每季度从组织动员、宣传教育、体系建设、现场成效等方面对各村（社）垃圾分类工作进行综合评价排名，形成季度通报，并报镇主要领导，进一步夯实管理责任。督查结果均与垃圾分类补助挂钩，凡是各类低分村（社）扣除当月相应补助费用。</p><p style="margin-top: 0px; margin-bottom: 10px; padding: 0px; color: rgb(51, 51, 51); line-height: 30px; font-family: 微软雅黑, Arial; white-space: normal; background-color: rgb(255, 255, 255);"> 强化巡查机制方面，金龙镇进一步压实物业分类投放管理责任人主体责任，引导村（社）、小区物业树牢垃圾分类工作主体责任意识。强化垃圾分类的日常管理，建立巡查保洁机制，落实人员对各投放点位、楼栋出入口、绿化带或其他卫生死角开展定时巡查，及时清理散落垃圾包，尽量减少垃圾包暴露积存时间。充分发挥智能监控作用，利用各村（社）、小区专线，安排专人利用监控平台进行巡查，发现过时投放问题第一时间交办处理。</p><p style="margin-top: 0px; margin-bottom: 10px; padding: 0px; color: rgb(51, 51, 51); line-height: 30px; font-family: 微软雅黑, Arial; white-space: normal; background-color: rgb(255, 255, 255);"> 强化学习交流方面，组织镇内垃圾分类工作严重“低分”村（社）向“星级”村（社）学习交流，通过政策共享、人员交流、实地考察等方式以学促进，全面提升源头分类管理，以先进为标杆、以典型为榜样，带动辖区环境整体面貌提升。推动辖区社会公益组织与低分村（社）“结对”，助推低分村（社）垃圾分类质量提升，充分调动志愿团队、公益组织、社会工作者等社会力量参与低分村（社）生活垃圾分类志愿服务，每月开展志愿服务活动，持续推动居民习惯养成，努力打造宜居宜业和美金龙。</p><p><br/></p><p>来源：渝西都市报<br/></p><link rel="stylesheet" href="//www.yongchuantong.com/source/plugin/wcn_editor/public/wcn_editor_fit.css?v134_iP4" id="wcn_editor_css"/>
